Final Fantasy VI and Chrono Trigger are definitely up at the top, if not the best. Both of them have huge scores with more all-time classic songs than just good ones. Both games also had a huge influence on the role of music in JRPGs.

No. I can think of a few games with alot of great tracks but not a single one of those to me can stand up to Xenogear's music.

I dunno the 16bit midis seemed better then the 32 bit songs to me honestly.
Possibly due to the absolute murder that was done to said games on the PS1 ports.

Yeah, I can't believe I forgot about Chrono Cross. That opening theme is definitely amazing. The thing is, it's clearly imitative of the music from Chrono Trigger. I remember when I first heard the opening theme from it, and thought "wow, that's something I've never heard before -- they just outdid Chrono Trigger at its own music." The individual character themes aren't as consistently good though, and don't manage to give the game the same kind of emotional clarity and structure that Chrono Trigger achieves.
Suikoden II or Chrono Cross.

True, but the bulk of the soundtrack is awesome, and all of it just sounds so...awesome, even when the tune is mediocre, that it usually makes up for it. I actually kind of like one nod to CT's soundtrack, where they work in elements of the CT main theme in the main overworld's theme...but in a completely different, Carribeanish style.
