The reason Terra is better then Celes (and most other heroines) is her sheer badassness. When she went into ESPER form she could destroy entire armies. She was basically a God in human form. Also she was very overpowered in the game itself particularly in Esper form. She had the best melee attack, got a bunch of very nice spells automatically and was really unmatched on every team.
Celes was cool and all, had a fun bad girl gone good thing with the Empire betrayal and all that, but when the world ends and you start as Celes and not Terra it's really disappointing. She has good melee, but not as good, can get some spells but they're not as good and has no real power move like the esper form. Though I have to admit, the opera part was pretty cool with Celes as Maria.
Terra also didn't get taken in by Locke who was at once a kind of cool character and kind of a douche bag. Celes though, she was all over that. Terra was strong and cool, celes...kinda a bimbo at times.
I did forget one good character though, Mitsuru in Persona 3 is pretty awesome, even still though I totally stand by Terra. She was badass in games before chicks were badass in games (4 years before tomb raider and all the rest).
