Partly that, but also a good chunk of Sierra or LucasArts adventures. You also have some puzzles to figure out.
Of course, another way is to go the Butcher Bay route and have it cover prior to the film, and have you command the league of the costumed adventurers and stop crime.
I have problem with it being a simple fighting game, because the characters really don't have any powers, except for Dr. Manhattan, who is overpowered.
