Seems that way.
The Likud won big in these recent elections and despite having 19 seats vs 20 of Kadima are set to be the leaders of the new government.
Whether it will be a Right/Left split coalition to weaken the smaller parties or a Likud coalation has yet to be seen but either way it stalls the peace process a bit...
And recently Hamas was promised like... a lot of troops and extra weapons and stuff. Which seems like it's going to stall the peace process... what with Israel not wanting the blockade to be lifted until weapons stop coming in.

Announcing that they plan to send lots of weapons to the country seems... stupid? But I guess that's kinda the point the article even adresses. Nobody really gives a damn about the Palestinians...but instead by pretending they care about their suffering it gets the middle east a usually contentious group that hate each other, to get along vs a common enemy.
