No Nomura makes the character designs first... Then Amano makes artwork.

Taken from Wikipedia: "In 1994, after Final Fantasy VI, he was no longer the main character, image and graphic designer of the series (he started to provide promotional and character artwork for the next games, as well as working on the title logo designs for most of the games)..."

Sucks because I personally think he's a much better artist. His artworks for any FF are so amazing. And his freelance work, even more.

You just noticed they are horrible? All FF characters not designed by Amano are crap. You can thank "belts & zippers" Nomura for that.

 

Doesn't Amano still do all the concept arts for the characters, and Nomura just makes them fit better in with the style of the game?

No, it's the other way around. The only thing truely designed and made by Amano in modern FF's is the tittle logo. Shameful, as Amano is twice the artis Nomura will ever be.
