This game is totaly specialized for console gameplay. They would have to rebalance it from the scratch.
And it doesn't make sense from bussiness standpoint - Halo 1 PC was average, Halo 2 was flop, Halo 3 is not released so you they don't have super strong brand among pc gamers what you have instead is competition with HUGE titles - Starcraft 2 , relic with DoW II, new CoH expancsion (and probably few dozens more which i don't remember)
