It directs my iPhone to a web page about Halo Wars, but doesn't seem to play a video or lead to any obvious video link (you need to get the "microsoft tag" iPhone app from the App Store of course first to see this)

Well of course you're trying to view a microsoft product with an apple product...

- Go to that link on your cell phone
- Download the app (TagReader)
- Launch TagReader. The program will turn your camera on your phone on.
- Center your camera over that tag code.

It doesn't take me to a video either. It only takes me to a Halo Wars website. Maybe next month they will put it up. I took the pic from the March issue of OXM.
