If you read the article, the victim claims that the officers who attacked him said that they "don't like brown people". I'm not sure whether he's making that up or if that's actually what happened, but if hypothetically that was the truth, part of the reason for the attack was "cause he's brown". If he did not claim that the police said those words then this would've been reported as just another theft and police brutality.
