There are several options:
1) The KOTOR option - Switch to a new main character. Sheppard may be referenced - certainly the events of the first game will be - but you'll be playing as a new person with new allies.
2) The Baldur's Gate option - **** your choices in Part 1. Here's what the story was supposed to be like (X dies, Y lives) and if it doesn't jibe with your version, tough ****
3) The Ignore option - The characters in question are not brought back, and only vague references, if any, are made to them (someone was sacrificed, there was a romance that didn't work out, etc).

You'res arent particularly outlandish. But I wouldn't really expect VRU or 18 troops under your command.
Not only do I think 18 troops in a large combat scenario would be technically beyond a game designed to be an RPG first like Mass Effect in this generation, but it wouldn't fit with the idea of a Spectre, a small unit above the law, sometimes operating within a small party.

yeah it was more of a wish than an expectation, but I'll point out that the 18 count was total charachters (compared to the 6 in ME1) not the amount commanded on missions. but, yeah. I agree that having that many high rendered objects/models on the screen at once would cause unhappy problems.
