Kylie - Not really. It's damage resistance is a good 15pts higher than non-powered armor.
As others have said, it's at the Brotherhoods outpost - the Citadel. If your wondering where it is, it's on the river, immediately West of the Jefferson memorial. You'll have to get quite far in the Main Quest to learn to wear it.
