Picture frames are rather expensive when you go up the resolution and screen size.
So, here's an idea on making your down 19'' picture frame estimate cost... $150.
Buy an lcd monitor, one that you can remove the leg so you can mount it on the wall yourself. Cost ~$100
Buy a media player with vga out, cost ~$50. The player is small enough to be hidden behind the monitor.
Now, you have a "photo frame" that plays video, music, with primary function as picture frame.
Hmmm, yeah, I'll build it at some point. Good idea?
