You don't care about the X360's lineup.

You don't care about what the X360 offers.

You own a Playstation 3.

So why are you arguing this? Because you want to believe the X360 has peaked, and that your Playstation 3 has not? Your the one that came in here arguing that KZ2, GT5, Heavy Rain, and others were going to 'raise the bar' and failed to mention anything about the X360 because *gasp* you don't own a 360!

Why is it, again, that you came here? To stir up trouble for a system you don't own? Why not ask Wii owners the same question? Their console is easy to develop for, and just as valid of a question. Why not ask Playstation 3 owners the question, rather than come here and stir up trouble? I'm looking at your post history, and 85% of the manufacturer postings are in Sony forums.

If that is the case would it not be rated higher than 9.5, as mgs4 got a 10 meaning Mgs4 graphically better. It won after all best graphics at vga.

Uh, no. VGA is just one of many awards/reviews out there. IGN saying that Gears 2 was the best looking game proves that not everyone thinks MGS4 is the best.

And if '10.0' means it has the best graphics, then what does that mean for Grand Theft Auto IV, which also scored a 10 in the graphics department (it was on the X360 too, in case you didn't know)?

No. Graphics are an aspect of gameplay that continues to get better: an 8.0 in 2010 would be a 10.0 today. A 10.0 in 2006 doesn't mean it's a 10.0 today (ie, Gears 2 looks tons better than Gears 1, but Gears 2 got a lower score).

So your point about MGS4 is totally moot. If IGN says KZ2 is the best looking game, ever, that means that - up to that point in time - KZ2 will be the banner for graphics. But if IGN says that about another game in late 09, that means that the torch has been passed - in the same way MGS4 passed it to Gears 2, which MGS4 took from GTAIV.
