Okay, I have a question.

My friend has sort of planned to buy TF2, but simply hasn't had the opportunity to buy it yet. He doesn't have Steam.

Now there's a weekend offer for TF2 at half price. I can't reach him right now, and thus not let him know so he can buy it.

Can I make another Steam account, then gift TF2 to that one, before giving him the username/pass to that account as a christmas present. Then he downloads steam, logs on to that account, and has TF2 on it.

I don't see any partiular reason as to why this shouldn't work, but wanted to be certain, and know that I'm not breaking any Steam rules or anything.
