How can people be so surprised about Fable II not winning RPG of the year? This is common practice for most publications I've seen. Of course, games will sometimes win both overall GotY and win in their genre - but that usually only happens when there's no other strong contenders in the genre. Publications like to honor as many quality games as possible. I'm sure there's many different reasons for that, but I'd bet the biggest reason is that most of these awards are granted through group discussion and consensus. When some critics argue in support of one game and other critics argue in support of a second game, splitting awards like this makes all the critics involved happier.
On top of that, Fallout 3 is a strong traditional RPG. Fable II plays more like an action/adventure game with RPG elements and The Sims elements. So not only do they get to honor both games, they have an easy justification for doing so: they consider Fallout 3 a better RPG, but Fable II a better overall game.

Not to me it isn't. Critics loved the game, and it's one of my favorite games of the year. Before the holiday releases hit, Braid was my favorite game of the year.
