Fable won on a merit that none of the other games on the list possessed. The game need not be the master of any one thing, because it was a high performer in all things. Was both accessible, and yet was flexible enough to entertain even the most jaded of gamers. The game was a perfect presentation of genre bending as well. Somehow melding an action adventure with a role playing game with a heavy simulation influence. Pulling all off excellently I might add. Simply put the game won by virtue of being a superior generalist.
The simple truth is nobody actually hates Fable. Everyone can find about enough of what they like to enjoy themselves no matter their premier genre. That said it really is pretty simple. Every game everyone is listing has a dedicated group of players who dislike it small though they may be. Fable won handily, because nobody objected to it.
The staff at Xplay probably passed around a nomination sheet, and since Fable 2 was good enough to be on the list it probably made every participants second or third spot. Tabulate the results, and holy shit since the game did not get a nine or ten spot once the game made it to the number one spot on their list.
Never underestimate the power of a comprehensive package that can appeal to everyone, and is unique enough to get peoples attention. Wait a minute I have heard this story before wasn't there a console built around a similar premise what was its name again.
