It wouldn't work as a multiplayer title. The only reason the single player campaign has any kind of challenge is that you are always outnumbered and outgunned, and that the objectives vary. And even then there are a few exploits and combo orders that can completely remove any challenge from the stages.
If you changed it to a 1v1 player match with balanced teams whoever goes first wins. There are too many exploits and imbalances for that kind of thing to work. The entire system would have to be reworked, rebalanced and fundementally changed. Which would require a ton of time and money.
