Tanks, flamethrowers, any other fun weapons (and a generally reduced arsenal), planes, skydiving, vigilante missions, taxi missions, ambulance missions, firefighting missions, buying and owning property, managing businesses, real exploration rewards, diversity of environments, diversity of missions, a dating system that doesn't suck, creating and improving gangs, conquering territory, advanced character customization, eating, jetpacks, the military, a good attack helicopter, the attack plane, custom cars, custom radio station, and anything remotely resembling wit in the humor are not gimmicks. 

They are the entirity of the appeal for GTA, which is that it's fun and silly and you can do whatever you want in it.  The game you are talking about is just a mediocre, linear, repetitive 3rd person shooter that added nothing to the franchise but a broken coversystem and a shitty internet while removing a ton.  In features it's somewhere between GTAIII and the 2D games, which is laughable.

GTA4 has 3d graphics and online
2d GTAs had tanks, the army, flamethrowers, and were fun

I think you know which are the more important features there :P

I believe the high requirements are because
1) Minimum settings are relative to the developer.
2) They may not be very good at optimizing their graphics.

I heard that the "Very Low" Settings of the PC version is of the same quality as the console versions. Ouch.



PC version the best?  Confirmed.

That said, it's worth noting that even turned down, Liberty City remains one of the most visually stunning places yet seen in videogames. And, in terms of future-proofing, there's a lot of sliders that can be turned wayyyy up. In five years' time, the PC version will be the definitive visual incarnation of Liberty City - playing with a draw-distance set around to 20 and traffic-density way low makes the prospect of those hitting the 100 exciting. But now... well, it probably still is the most attractive version, but it's annoyingly fiddly to get there.
