Yeah, its made in Paint. She can do the same basic things in GIMP, but if she wanted to do more, she'd be used to the interface and could progress at her own pace. Since it is free, she would have nothing to lose and nothing would stand in the way of her development.
I remember getting a little lost when I first used GIMP.
