Let me sum up the argument:

Matt: Load times are great for such a massive game!
theonestarr: Duh. It's because it's on the HDD! The retail game will be much inferior!
Barozi: Except you can put it on the HDD to get the same load times.
DOATs: What does that have to do with anything?

The point is that you can still have the full game on the HDD. If you don't, it will indeed have longer load times, but it's your option.

So a voluntary mandatory install?

It's a stupid argument because we don't even know what the load times will be playing from the CD.
