I don't know if this is anything special or if its just a normal USB HDD that's been marked for PS3 - its quite expensive though.
There is a customer comment below saying: "I beleive you can use an external HD formated to FAT32, I only say this becuase you can get a lot more capacity for your money."
i wouldn't know though.
