The merging of investment banks and commercial banks did not cause this crisis. Many nations operate without this distinction, and the most secure banks during this crisis have been those banks that have combined investment and commercial banking. 

Wanting strict oversight with no regulation is tantamount to wanting a large police force with no weapons. Regulation is simply the manipulation of the market to get a desired outcome. Oversight is the watchful eye of the powers that be. Without regulatory powers, those who provide the oversight are impotent.

 

Exactly.  Both are necessary. 

Regulations even help the industry by telling them what is or is not appropriate, so they don't have to guess about it.  Is an oversight committee going to sit down and have a talk with them anytime the industry doesn't know if what it is doing is illegal or not?

And without regulations, oversight committees really can't do anything.  They have to have some kind of legal basis for taking action against an industry.

And obviously regulations are no good if no one is enforcing them either.

"socialist" is as big a buzzword as "maverick" and "joe the plumber" nowadays.



Socialist doesn't have the power it used to in America, the state of education and health care has almost made it a welcome buzz word.



I would cite regulation, but I know you will simply ignore it.

Regulation is like house arrest, you have a narrow amount of things to do and basically little freedom

Oversight is like being on parole. You are being watch closely and have a set amount of things you can't do, and if you disobey you get in trouble.

I guess a simple test is, Regulation tells what to do and how to do it, oversight makes sure you are not doing something you are not supposed to.


But those doing the oversight need to be backed by regulations, laws or whatever you want to call them (let's not turn this into semantics). They need the power to stop those being watched from doing certain things.

Regulations and laws can be both positive and negative, i.e. they can tell you what to do, as well as what not to do. I don't see reason for a distinction there. To me, oversight is just the enforcement of regulations.
