I think so. Games are released on Tuesdays, same day elections are held, in the US with the exception of the rare Friday the 13th release. Microsoft knows that if Gears was released on the 4th then it would take away votes from the election; from people being tired by waiting for a midnight release to people playing the game all day long. They could be greedy and inconsiderate of the election and release the game on Tuesday to compete with other high profile games like 007, End War, and R2, but they choose not to hurt the election by not distraction potential voters. I think that it's a great move by Microsoft and their PR team and other high profile games should at least as a courtesy to the election move their release date to Wednesday. And before you ask, Wednesday is when XBLA games come out and Microsoft wouldn't want to take attention away from those games, so they'll release it on Friday, the start of the weekend.
