I really don´t think he´s just making it up he does look into many sites and their ratings.
My personal opinion: The only difficult is Titan mode which isn´t even the hardest mode in the game. If u check ps3trophies.org 90% saying that the challenges are the easiest from all 3 games and u can get plat in less than 20 hours.
If there was a trophy to beat it on Chaos mode then it could be a 3 star plat.

The ratings aren't just made up. I take note on what people are saying about the difficulty, and base part of my decision on that. Many people here have been saying that they consider GoW3 to be a 2* difficulty game. In addition to that, I've also looked at the average user rating over at Ps3trophies.org. The current user rated average over there is 5.8. Compare that to some other 2* rated games like GoW (5), GoWII (4.7), Uncharted (5) and it's not that much higher in difficulty.

I think God of War III should be a 2 star as well from my experience. I barely broke a sweat playing Titan mode. Died not even 10 times total and I cleared the Labyrinth section without dying once. (However another friend I know died about 20-30 times just in the Labyrinth on his first playthrough of the game on Titan mode). Also I beat the game first time in 9-10 hours and second time on Titan in 7-8 with less exploring to do and time spent solving puzzles. So 1-star difficulty as far as time goes.
Now I think the biggest difference with how easy I thought Titan mode was is because I did play on normal first so I knew all the strategies on how to fight the bosses and enemies. Same friend said he usually died on each form or stage of a boss fight one time on Titan until he learned how to dodge or counter their new attacks. But overall the checkpoints are forgiving and he said he didn't really struggle until that final area of the Labyrinth fighting wave after wave of enemies.
Oh and Normal mode was a joke. So easy. I should have played Titan mode first for more of a challenge my first time. Not having much of a challenge took away a little from my 1st experience. So I recommend everyone start on Titan mode. First boss was fight was tough, but after that its more like normal difficulty should have been until the end of the game when it gets challenging again. Also you can't carry over any items from normal to titan without disabling trophies.
I plan on playing on Chaos mode for fun next. Like Tbone said, I bet the game could be a 3 star plat if it required beating Chaos mode without using costumes and godly possessions. Also the challenge of the gods was much easier than the first 2 games this time. I only had trouble with "Ole" and if I had realized I could activate rage of the spartans and become invincible on the final wave it would have been a piece of cake. I was usually flawless up to the final wave.
In the end ratings are so subjective, but I think Arcturus has done a very good job here. However if we moved to a half star rating system then God of War III could be a 2.5 I suppose compared to a few other 2-star games in my trophy collection.

That doesn't make sense though.... how would a 5.8 turn to a 2* on ours? from my understanding if they go on a 10 scale our ratings should be half of what theirs is... and half of 5.8(or 6 in other words) would be 3*. If we are gonna use their ratings to determine our scale then it should be done properly. as I said before 1-2 should be a 1*, 3-4 a 2*, 5-6 a 3*, 7-8 a 4*, and 9-10 a 5*... Otherwise its not done right an ratings are therefore made up, or somebody needs a calculator

Well then i guess you are better than me then because it took me nearly 2 hours to even get out o the labyrinth on Titan..How can we determine ratings(wrongly) when others are clearly better at the game than some people.
