while what you just said is true, anime is generalized to be a Japanese thing meaning that you should have put cartoon instead of anime.

Pretty impressive. The characters look like cel-shaded CG rendered at a very low framerate to give the illusion of using actual cels.

I might be wrong. Hard to know with this video quality.
