LA Noire has already been announced, so that kind've rules it out.  Also it's being made by Team Bondi, not R* North.

And if you want really official proof ( :P ), this is from the PlayStation Blog article I linked to in the OP:

As Jack mentioned in the interview with Geoff, this franchise is not LA Noire

 This is suppose to be unannounced title. But Sony was funding that title so I'm sure there is part exclusivity to that too.
