Are we limiting this to console shooters? First-Person shooters? Hmmm.

I'd personally give console first-person superiority to Golden Eye and Halo.

For PC's I'd go with the original Half-Life.

I think in the future the perks and advancements offered in multiplayer COD4 may prove to have moved the FPS genre forward just as much as those that I mentioned above, but IMO, that is still to early to call.

It is definitely the best FPS I have ever played. And I played all Half-Life, Halo, Unreal, Resistance ...

Call of Duty4 is better than any of them by a wide margin. ( I hope Guerrilla copied them successfully for K2 its looks that way)

COD 4 is an average shooter the single player campaign was short and I did not play the online.

Im pretty sure what you mean is PS3s greatest shooter.
Cause theres half life(1,2), Deus-ex,System Shock (!,2),Thief(1.2) etc which say otherwise
Heck, even Far-cry can be called better
