Maybe because they ambitiously start a project wanting to make it the best game possible, then midway they realized they gave birth to a disgrace to humanity but they would want to recoup some of the losses and put it out anyways hoping for some jackass to buy it.
I don't know what's worse.
Companies not knowing that they're putting out a sucky game, or companies knowing it, and still doing it.
At times I wonder if I'm the only person on this forum who has a job in development ...
Some companies really have their act together and their employees are highly motivated, highly productive, and really take a lot of pride in producing a really good product; on top of this these companies tend to have budgeted time (or will delay a product) to get the little details done to make the product that much better.
I imagine that in most of these companies that are producing "Bad" games the employees are over-worked, under-paid, and are entirely unmotivated to the extent that they don't care about the quality of product they're producing.
When ever a game is bad, it might just be the fault of bad game design i.e. Lair
