I can't believe that no one has pointed out the obvious: Why would 2K spend the time, effort and money to redo the game with better textures?
As far as I can tell there would be no motivation to do so when you essentially have some easy cash from an easy port. If you want to retexture everything then that would raise the costs significantly, and even then I doubt you could get away with anything more than marginally better textures thanks to RAM and fillrate limits.
I wouldn't be surprised if the PS3 version has better texture filtering, which the IGN guys could have mistaken for higher resolution textures. But I still wouldn't put any stock into what they say, IGN is a joke of a site.
