As others have said, it's several hunred thousand to license the engine for a game and usually they try to force you to make more than one game with that engine.
Lucky for you, you don't have to license the engine to make a game. If you want to do something like a mod (which things like Bioshock and Mass Effect essentially are, just on a very large scale) you can do that completely for free as long as you don't try to make money off of it.

You can do the same thing with other engines, such as the Sorce Engine (Half-Life 2) as well. You'd probably use their tools and such to build your game.

That's right, there are many engines you can use, just buy the game and you get the engine and you can do what you want with it.
Some popular 3D ones are:
Half Life 2 - Source
Unreal 3 - Unreal Engine 3
Quake 4/Doom 3 - Radiant
Oblivion - The Elder Scrolls Tool Set
Neverwinter Nights 2 - Aurora
The good thing about all of those is that there are many tutorials on all of them. I don't really know what your background is in art, programming, or design but Source and UE3 are both pretty easy to use. I would imagine that UE3 is the friendliest.
As far as level editors go, I personally love Radiant. Once you go through the trouble of learning the controls, they are just really nice and the scripting in it is great.
The Elder Scrolls Tool Set isn't bad but the controls are just so bad. The Aurora editor isn't bad either, but it's one of those editors where you just get a set of tiles and place them together and I'm just not a fan of those. It's hard to make something unique looking.
With all of those, the only thing you need to pay for is the game. You can mod it however you like and distribute it however you like as long as you aren't making money off of it.
And honestly, this isn't any kind of knock on your abilities, but you aren't likely to make anything better than anything that's free out there so there's no point in selling your product. Your best bet is to just make something and get it to people. If you do turn out to be awesome, you'll eventually get a nice following and some people might eventually want to buy something you or you could even build up a portfolio to get a job making games.
