Nope, he worked on the super famicom/SNES, the Nintendo DS, did some PC work etcetera as well.

Urm, at this point its all portable quote on PCs anyway.
Its not like they have to reprogram the entire game for either system.
They develop on really crazy networked PC setups and their inhouse engine Crystal Tools then converts that data for PS3 and 360, then they do some more system specific optimalisations.
It doesnt take THAT long once they have the game on their non system specific devkits to turn it into an actual system specific game.

As of late, many have been better, though not by far. When PS3 versions have been deficient, they've historically been ports of builds originally intended for 360 and possibly PC.
With FFXIII, we'll see the reverse.
I'm sure SE will do at least a decent job, I'm not saying otherwise...they won't half-ass development on the secondary console a la EA and Ubi with some early PS3 titles, and they won't outsource it a la Valve out of hatred for the secondary console.
