The return of a serial sex offender to Peel Region is sure to spark public outrage, says Brampton Councillor Vicky Dhillon.

Martin Ferrier, 35, returns to Peel region exactly four years after being hounded out of Brampton and back to Warkworth prison amid a blast of publicity stoked by local police and his own mother, who had branded him "a monster."

"The police should let the community know where those people are. We don't need those people on the streets," Dhillon told the Sun yesterday.

"I remember when he first came out (of prison) and the community was aware and worried about their kids, where he's going to live, how police are going to watch him and what his activities are. The community is going to raise their voices again."

63 CONVICTIONS

Ferrier has spent 15 years behind bars over the last 21 years on at least 63 convictions for everything from rape, to forcible confinement and assault.

"I've got mixed feelings. I have apprehension about returning," Ferrier told The Canadian Press as he drove down from Montreal over the weekend.

"If nobody recognized me, it would be fantastic. But at the same time, it would also be fantastic if somebody come up to me and says, 'This is your first time back here in this many years; it's a shame you haven't been able to return sooner'."

But that may be a hard pitch to sell considering the past.

Parole board records show that Ferrier has been labelled by doctors as an "incurable psychopath" who wants to be "Canada's most prolific killer."

When Prime Minister Stephen Harper was Opposition leader, he branded Ferrier a "notorious rapist." Police in Peel warned he was highly dangerous.

COPS QUIET

Yesterday, a Peel Police spokesman said the force wouldn't "have any information to release" about the case until later on today, including whether a warning would be issued to residents.

After his release in July 2006, Ferrier moved to Montreal and is now working in security.

Ferrier's journey from his home in Montreal to the place he was born and later spent several turbulent years is part pilgrimage, part rebuttal to those who wrote him off as an incorrigible psychopath.

"Here I am two years to the day I've been out, and I haven't got so much as a speeding ticket," he said.

"I'm not looking for confrontation but why should I have to avoid west-end Toronto?" he said.
