Bullshit. Emulators are perfectly legal as long as they are done by reverse engineering. ROMs are what can get you in trouble, but sometime they can be perfectly legal, such as abandonware.

 

Anyways to answer OP; SNES/Genesis era and anything before that is just about perfect, along with just about any handheld less powerful than the DS. Basically, just browse through the emulator section of a PSP site and try different emulators. Ones that have been updated recently are usually the best.

My 2 nex-gen systems: PS3 and Wii

Prediction Aug '08: We see the PSP2 released fall '09. Graphically, it's basically the same as the current system. UMD drive ditched and replaced by 4-8gb on board flash memory. Other upgrades: 2nd analog nub, touchscreen, blutooth, motion sensor. Design: Flip-style or slider. Size: Think Iphone. Cost: $199. Will be profitable on day 1.

I don't want to turn this into an ethical debate, but personally I have no problem emulating games that I could in no way find in a store.
