That is impossible. The US is in a lose lose situation. Other countries pressure the US to intervene whenever necessary. The US is criticised for helping, not helping, not helping enough, protecting ourselves, invading countries, not invading countries, ousting dictators, not ousting dictators. As the most powerful nation, we are basically obligated to help all other countries whether they like it or not.
For example, say the US didn't invade Iraq. Saddam decides to invade another country. Who do you think gets blamed?
