If you need an HD console RIGHT NOW, and have no desire to play online (seeing as how you prefer Japanese titles, I doubt you do), I would recommend an XBox360. There really is nothing for the PS3 that would probably interest you ATM (in my opinion), other than maybe Folklore. Maybe DMC4. There are basically no RPGs on the PS3 right now, while the XBox360 has had a couple decent ones (Lost Odyssey, Blue Dragon, Eternal Sonata). And while the PS3 does have Disgaea 3, WKS, FF13/Versus, and Valkyria Chronicles, the XBox360 has Tales of Vesperia, Infinites Undiscovery, and Fable 2 in the line-up.
If you can wait though, I would recommend doing just that. Wait for some more concrete information about the lineups of each console (particularly late 2008/early 2009). I would wait until after TGS 08 (in August?). I'm personally inclined to believe that the PS3 will have a stronger Japanese-centric library when all is said and done for this generation, but at the moment, I would be hard pressed to recommend it over an XBox360 for that "genre."
Edit: And guys, I think he already has a PS1/2. He said that he would traditionally choose the Sony console. But if he doesn't, then it's a no brainer. 80 GB PS3 (or a 60 GB if you can find it for perfect backwards compatibility).
