I heard it completely. PS5 exclusivity was not going to be just Deathloop and Ghostwire. Phil saying Starfield was originally going to be a PS5 exclusive.
It was rumored, but never confirmed.

The FTC accidentally getting Xbox to admit they had to (as a third place in the market) aggressively secure exclusive deals in order to not fall further behind.
Phil Spencer doesn't remember specifically, but yes, there was a conversation about whether to skip PS with Activision content. He does remember the result was financial model which included shipping the games on PS.
