It wouldn't be financially beneficial to them.

TT has been loosing money for years. If they make all of their stuff exclusive to Microsoft, sales of the same games that have been costing TT money will decrease
(less potential customers) and Microsoft would not benefit from more loosing of money.

Sure, it would be great for 360 gamers, but not for Microsoft.
