Back then there was all sorts of shareholder grumblings about board changes and the possibility of hostile takeovers (which eventually proved justified thanks to EA). Didn't MS give them the $50 million to get the game released simultaneously on both platforms, with the DLC being a secondary affair? If this is the case, they would have given T2 the cash well before E3 '06, far too early for your scenario to have taken place.
Actually, the DLC was first announced at E3 '06 as well, where Peter Moore made the slip of saying that GTAIV was 360 exclusive rather than just the DLC was 360 exclusive.
