Back from the dead, I'm afraid.
I'd have to say GTA 3 with some of it's cars, music, and missions, pretty much just the overall feel of the game, then I'd say at a very very close second GTA San Andreas, that game felt so connected to the crime world :P I just didn't care for the music and some of the layout choices.
From 0 to KICKASS in .stupid seconds.

I think all of the ones after 2 were the 'best' in certain areas. Three was just amazing the first time you played it, and I liked how you could get all the weapons in your base with the hidden packages.
Vice city had a style the others lacked, plus Ray Liotta.
And San Andreas had so MUCH to do and the world was so huge that you coul dhave fun just driving around (plus it had a jet pack)
Overall, I think SA was the best though. I won't touch on 1 or 2...
