This is US only. I'd bet attach rates are higher in Japan, and lower in Europe. And much lower in other Asian countries as they mainly pick up the 360 as a means of easy pirating, so they wouldn't be able to play online anyways.
I don't know much about the survey taken, but all this could be affected by the amounts of people surveyed, the randomness of the survey, their means of surveying, and the area of the US in which they performed the survey.
