I think it's too early to speculate if the wind was caused by Rachel, Chloe or something else. That lady smiling was strange yeah but we'll most likely learn more about that later. Or not. In games like this I don't want everything explained.

I can only tell you that it wasn't nearly as good as the first ep from the first Life is Strange.
