Yeah, the games are still in development, plus we know the XDK isn't finished yet. If the rumors are true, developers can only really access about 80% of the final Scorpio specs with the current XDK. That extra 20% could potentially push them to native 4K. Some of the 3rd party games that were checkerboard at E3 could also hit native 4K once the final XDK is released as well.

I am pretty sure DF would have mentioned it, if that would be the case

I said there's more to the Scorpios power advantage than a higher number of teraflops. There's more RAM, a faster CPU, mandated supersampling, among other things that will fly right over your head judging by how mightily you're clutching to that 40% nonsense.

Sure ludicrous, PS4 didn't had a faster RAM than X1, didn't output a better resolution and sometimes a better framerate. X1X will show us what is a true difference from it's competitor. Crackdown 3 would be impossible to run on PS4Pro.
