Well if you're only going by what OP posted, the quotes Gribble posted are not in the order they are found in the article, for starters...

That doesn't surprise me. 

I suggest people read the entirety of the article rather than just what Gribble posted to get a sense of what Spencer was talking about.

So basically he say you get from 1st party what you get 3 years ago non stop Forza Halo Gears and some 1 moths time exclusives
Then is a risk to make single player games because they are not for all...ok same MS logic here we don't take risk to make new games because maybe they no sell 20m
And third he say somenthing about microtrasactions and a horse armor dlc that is good to not be on single player games like its is on multiplayer? ok what about Forza 5 microtransactions?
oh boy what a capital days was that for gamers and if was not Sony this interview will be was microtrasactions always online and no second hand games is good for gamers
