If somebody cared enough about graphics to want to get a Scorpio over a PS4, then why not just get a PC? I don't see anybody that follows the industry getting a Scorpio. MS just doesn't do exclusives anymore.
The Switch won't soak up Japanese support any more than the N64, and Gamecube soaked up Japanese support. If anything we are going to see a new breed of games that is Switch/PS4 exclusive. PSNow isn't going to have high rated PS4 exclusives. That would be a suicidal move on Sony's part.
And to be fair, PS4 really does have more quality games than PC at this point.

Ideally people should just own a PS4, Switch, 3DS, and PC. Playing on a single platform means you are missing out on too much.
