If I had to guess, I'd say they probably didn't have a policy about that. That, or they didn't consider it a problem, and it was probably useful for them as well.

Yeah, it's something that no one takes into consideration when asking for screenshots. At least now they have (finally) realized it.

Steam benefits heavily from being as unrestrictive as possible for developers. They're making a shitload of money from scams and low quality garbage.

Steam is slowly becoming less and less user friendly, putting in place patches to fix problems that put the pressure into the users when it's Valve/Steam who should take care of them. And I'm talking, for example, about having to wait a f*cking month when trading items with someone on your friend list.

No Man Sky is such a good example of this. If you look at the screenshots the planets are 10 times more interesting than the actual gameplay...

It should have but no other company does this either as far as I know. And considering how PC gaming was, if they enforced such a policy when steam was just starting to become a thing, I am sure it would have given publishers less reasons to put their games on it. People forget that steam wasn't always as big as it is now and back in the day, there really was an issue with its drm/marketplace and many people were iffy about it.

And now that they are, they can enforce stuff like this as well as their awesome refund policy and the rest need to obey if they want to sell.

Although I am sure this is less of a "Valve being thoughtful" and more of a "The ad investigation into No Man's Sky with its missleading advertising still being present on Steam."
