Why does it not have voice acting ?  And when i download the dlc i cant see it in my list.  The day one edition said i get Japanese voice acting as well but i cant turn the option on in the menu.

Use the search function in the PS Store and look up "World of Final Fantasy", that's where I found the English VO.

Well there is some trash acting included, but if you want real voice acting you need to download it. It's kinda sad though that the subs are very far removed from the actual dub.
