Well compared to the franchises they keep making multiple entries of, I would say it's the opposite. Reusing the same characters over and over again for decades, while adding a few new ones and altering the story a bit (generally the same major events) is less ambitious and more of an easy return on their investment. While this is a more challenging project that involves handling a bunch of new I.P.'s where they have to be mindful not to missrepresent the characters, which involves working with different studios.
I think I get what you're trying to say. I just don't know if cash in is the term I'd use seeing as this project is probably more costly and risky than making Orochi 4.
You're saying that the characters they're using here in Stars have less percieved value somehow than the characters they've created and written stories for before? For example, Ryu Hayabusa makes less sense in the story than Cao Cao, therefor the customer isn't getting their money's worth this time around, as they won't enjoy the character as much. Hence cash grab? I can understand calling a new Dynasty Warriors a cash grab, because your percieved value of the experience will lessen when you get fewer new experiences, and more repeated ones.
But I don't see why they couldn't make proper use of these characters as well as they've done in the past with the usual cast. In fact, I think games like this, spinoffs like Zelda Musou etc, are generally more interesting than a new Dynasty Warriors because it allows them more freedom with the storytelling.
It's a way to introduce a new crowd. And even for old fans, getting to play using some of your favorite characters from other franmchises can be very appealing. I love the fact that Cloud is in Smash Bros for example. And while I don't like the setting of Dark Souls of Bloodbourne, I do like the feudal Japan setting of Ni-Oh (gives me an Onimusha vibe), and through that I could get into that kind of a game. That's not a bad thing as long as the game is good.

The way I see it is that they are taking characters that have little or nothing to do with each other and throwing them all together in another musou game. That's easy to do and nothing wrong with that, but I still see it as a cash grab. And if I want to be introduced to a character, I'd rather be introduced to that character in its proper context of genre. It's possible one would find enjoyment in controlling Atelier characers for the first time in a musou game. But that same person might not find turned based action with alchemy enjoyable. So take this however you will, and I have no disrespect to one's pov.
