No idea about The Witcher 3, because I've never played it. I watched a few gameplay videos and it looked like a quite varied and open-world action RPG (correct me if I'm wrong).
I feel that Horizon COULD be repetitive, because it is not an RPG, but an action game in an open world. If quests/dungeons/story are not well designed and varied it could become repetitive.
Anyway, it is just an assumption and I hope it's a wrong one.
