Quantum Break also had a poor 2nd month, the game has yet to sell over 200k at retail in the US according to NPD's Packaged Software feed.

to answer your question in your title. certainly, it could have done A LOT better on steam,

but your OP is about retail sales in the USA, which have nothing to do with steam or sales on microsofts store

It could have but the main issue of it was optimization since it ran like shit on Nvidia GPUs for the longest time and Nvidia GPUs are the market leader...
