Its incentive for people to buy the retail version, whether they already own digital or not. Early adopters usually get screwed over in gaming. For example, you can get an Xbox One right now with a free game for $279. I paid $500 for mine with no game. You can get a PS4 with Black Ops III for $350, at launch it was $400 with no game. Game of the Year editions, sales, etc.
How much money theyve made from the game isnt really relevant. At the end of the day theyre trying to sell a physical copy of a game you can buy online for just $20. They are letting current owners know ahead of time that the DLC is only $2 a pop, and its a short wait for it. The DLC is extremely consumer friendly.
