My guess from watching those? never.
Lowest I saw it was 27fps I think, and that was in a really demanding area, and was like for half a secound before it was back to 30 again.

Lets not downplay this. the talent part I can understand. But that's because the human resources department does a great job of recruiting talent at ND. The budget? No. Any major publisher you can think of can marshall the kinda budget ND gets. EA, Activision, Take 2, Square Enix, Ubisoft, Bethesda...... they can all throw millions at a game if they wanted to.
to OP. When I see games like these on consoles, it just makes me wonder why some still deem it necessary to invest thousands of dollars on PC gaming rigs. It's mind boggling what teams like ND can do with outdated hardware. Just mind boggling.
I watched it on live on playstation and even with the crap resolution it offers, the game looks awesome. I sometimes wonder if ND gets a specific development kit only for themselves to stand out against any other game on the market.
